The UE permit is real but the rental car company do net need it to rent the car technically a cop could pull you over and ask for it but in my opinion no cop will pull you over. I saw a car run a red light on a pedestrian cross almost hit a pedestrian with 2 motorcycle cop next to the scene and they did not react to it.
